Robert S. Paguia, JD, MPM is presently the Chief of the International Cooperation on Cybercrime Division
(ICCD) of the Cybercrime Investigation and Coordinating Center (CICC), an attached agency of the Department of Information and Communications Technology (DICT) created per Republic
Act (RA) No. 10175 otherwise known
as the Cybercrime Prevention Act of
2012. In addition, he is also the designated Data Protection Officer (DPO) of CICC.
He holds a Master’s degree in Public Management (MPM) which he obtained in 2016 at the Ateneo School of Government (ASoG) and Juris Doctor (JD) that he finished in 1996 at San Sebastian College – Recoletos (SSC-R). Aside from his regular work at CICC, he also specializes in conducting
training, lectures and seminars on RA No. 10175 and RA No. 10173 or the Data Privacy Act of 2012, under his own consulting firm, RSP Data and Digital Svcs. To date, he has already conducted more than a hundred lectures and trainings on both RA No. 10173 and RA No. 10175. Among the services offered by the company are the following:
▪ Conducts lectures on data privacy and cybersecurity;
▪ Prepares and gives opinions on matters involving personal information or personal data; and
▪ Helps out organizations, both in the public and private sectors, in preparing Data Sharing Agreements (DSAs) and how to conduct Privacy Impact Assessments (PIAs).
As a Data Privacy Advocate, Mr. Paguia serves as Consultant to government
agencies such as the Philippine Trade Training Center Global MSME
Academy (PTTC-GMEA), the training arm of the Department of Trade and
Industry (DTI), and the Department of the Interior and Local Government
(DILG), among others.
Mr. Paguia also served as:
 Consultant for private companies like the European Chamber of
Commerce of the Philippines (ECCP) and The American Chamber of
Commerce of the Philippines, Inc. (AMCHAM Philippines).
 Data Privacy Training and Development Officer (Privacy Trainer) of the
ADM and Partners Data Privacy and Consulting, Inc. from September –
October 2022.
 Resident Lecturer on the Data Privacy Act of 2012 for the Mandatory
Continuing Legal Education (MCLE) conducted by the University of the
Philippines Law Center Institute for the Administration of Justice (UPLC – IAJ)
for lawyers both in the Government and Private Entities in the year 2018.
Mr. Paguia also served as:
(a) the former Project Manager and Official Spokesperson of the
Philippine Identification System (PhilSys), a project created under
Republic Act (RA) No. 11055 being implemented by the Philippine
Statistics Authority (PSA);
(b) a former Member of the National Technical Working Group (NTWG),
representing the Philippine Health Insurance Corporation
(PhilHealth), of the Unified Multi-Purpose Identification (UMID)
Project created by virtue of Executive Order (EO) 420 as amended by
EO 700 under the administration of former President Gloria
Macapagal-Arroyo.
