Teresa M. Manabat is the Vice President for the Information Technology Services Group (ITSG) at the Home Development Mutual Fund (Pag-IBIG Fund), where she leads the organization’s enterprise IT operations, infrastructure, and digital enablement initiatives that support mission-critical services for millions of members nationwide. With over three decades of experience in information technology and proven leadership in large-scale IT operations, she has built deep expertise in managing enterprise IT platforms and infrastructure that enable secure, scalable, and resilient digital services. In her current role, she oversees key domains including data center operations, network and communications, database management, end-user support, and IT governance—ensuring the reliability, security, and scalability of the Fund’s technology environment. She plays a pivotal role in advancing Pag-IBIG Fund’s digital agenda by driving large-scale modernization programs, including infrastructure transformation, enterprise platform optimization, and the adoption of emerging technologies such as artificial intelligence, cloud computing, and data-driven solutions to enhance operational efficiency and member experience. Beyond her role in government, Teresa is an active leader in the Philippine IT community. She is a Director and Trustee of the CIO Forum Philippines, contributing to initiatives that promote collaboration, innovation, and digital leadership across sectors. She is currently pursuing the Chief AI & Digital Officer program at the Asian Institute of Management, further strengthening her capabilities in AI-driven transformation and digital strategy.
