Division Chief and Data Protection Officer | Cybercrime Investigation and Coordinating Center

Robert S. Paguia, JD, MPM is presently connected with the Cybercrime Investigation and Coordinating Center (CICC), an attached agency of the Department of Information and Communications Technology (DICT), where he serves as the Chief of the International Cooperation on Cybercrime Division (ICCD) and the designated Data Protection Officer (DPO). As the ICCD Chief and the designated DPO, he reports directly to the Director of the Cybercrime Policy, Plans and Coordination Office (CPPCO).

He is a Certified Cybersecurity Technician (CCT) having completed, passed and issued a Certificate of Achievement dated 20 June 2024 with Certificate Number 337670.

He is also a recipient of major awards in the fields of public service, data privacy and cybersecurity:

(a) he received a Gawad Parangal Excellence Award from the Organization of Data Privacy Professionals (ODPP) on 12 December 2025;

(b) he was a recipient of the Best Data Protection Officer of the Year award by the Information Security Officers Group (ISOG) during the ISOG Cybersecurity Excellence Awards 2024 (Season 2) held on 17 October 2024; and

(c) He was also a World CIO 200 Summit Awardee in the Next-Gen Category Philippines Edition given by the Global CIO Forum and the GEC Media Group last 19 July 2024.

As a Data Privacy Advocate and Practitioner, he is currently a part-time Faculty Member at the De La Salle – College of St. Benilde (DLS-CSB) for their Executive Diploma on Cybersecurity where he teaches Module 7 on Data Privacy and Protection. Additionally, he is doing Consultancy Work for government agencies such as the: (a) Philippine Trade Training Center Global MSME Academy (PTTCGMEA), the training arm of the Department of Trade and Industry (DTI), (b) Department of Environment and Natural Resources (DENR); (c) Department of the Interior and Local Government (DILG), and (d) Light Rail Transit Authority (LRTA). and private companies like The American Chamber of Commerce of the Philippines, Inc. (AMCHAM Philippines) and Ampleon Philippines.
