Rhea Luz Valbuena is the Executive Director of the School of Computing and Information Technologies at Asia Pacific College (APC), where she has played a key role in positioning APC as a Center of Excellence in IT Education, among other global accolades. With over 25 years of leadership experience, she is known for driving innovation in AI, analytics, and digital transformation. Rhea’s focus on outcomes-based, tech-enabled learning has guided numerous industry-aligned projects and digital initiatives. She holds degrees from De La Salle University and APC, and has completed advanced executive programs in Singapore, Japan, and at Carnegie Mellon University. She recently joined the Digital Leadership Program at NUS-ISS as an observer.
In addition to her academic leadership, Rhea is an industry consultant, digital transformation advisor both for government and private sectors, corporate trainer, accreditor of Higher Educations and keynote speaker. Her work bridges education and enterprise—empowering future tech leaders and supporting national innovation goals.
