Dr. Richard E. Amansec is currently the division chief of the Management Information Systems Division or MISD at the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD), under the Department of Science and Technology (DOST) for over 10 years. He has a Bachelor of Science degree in Applied Mathematics major in Operations Research, a Masters in Business Administration, and a PhD in IT Management. He has certifications as a Microsoft Certified Professional (MCP), on Information Technology Infrastructure Library (ITIL v3) Foundations, and as a Certified Knowledge Management (KM) Practitioner, mentored by Prof. Serafin Talisayon - the Father of KM in the Philippines. Prior to joining the government as a Civil Servant, he was in the Business Process Outsourcing (BPO) industry for 11 years and has provided IT Service Management (ITSM) support to foreign companies. His experience in IT is over 20 years now and has been supporting the Community eCenters movement for more than 10 years - organizing Knowledge Exchange Conferences on eCenters and serving as President of the Philippine Community eCenters Network (PhilCeCNet), Inc.
