Clara B. Arthur is a seasoned digital finance and payments executive with over two decades of experience spanning banking, fintech, and financial infrastructure. She currently serves as Chief Executive Officer of Ghana Interbank Payment and Settlement Systems (GhIPSS), where she leads national efforts to promote digital payments, interoperability, and inclusive financial systems. Her career has been marked by a consistent focus on leveraging technology to improve financial access for underserved populations. Prior to her appointment as CEO, Clara worked as a consultant on digital financial services for global development organizations such as CGAP and the United Nations Capital Development Fund (UNCDF), advising on market infrastructure, licensing frameworks, and remittance-led financial inclusion strategies. She also worked as General Manager for Projects and Business Development at GhIPSS, where she led the deployment of transformational industry initiatives, including GhIPSS Instant Pay (GIP), gh-link card EMV scheme development, and mobile money interoperability. She has held executive roles at Fidelity Bank Ghana and Ecobank’s technology subsidiary, eProcess International, where she led digital banking innovations, card platform deployments, and regional switch integrations across multiple African markets. With deep expertise in fintech strategy, digital transformation, stakeholder engagement, and product development, Clara is widely recognized as a leader in Ghana’s financial ecosystem. She was named among the Top 100 Women in Fintech in Africa and continues to contribute to industry conversations on advancing inclusive and secure financial systems across the continent
